See chapter 7a for the instructions for setting /etc/localtime. This caused problems with the new DST in the US. Interestingly enough, the instruction from 2004.3, for example, show the link:

Steps to Reproduce:
1. Make the US Congress change the DST start date (or get the local government change whether DST is being observed). 
2. emerge timezone-data
3. Time doesn't change on the new date

Nope, actually, it shouldn't be either anymore. Known bug, being worked on. Will be fixed in the 2007.0 handbooks.
