Scons have released version scons-0.96.95. Please add the new version to portage. I have installed it by copying the scons-0.96.94 ebuild, and it works fine.

This version of scons appears to have a significant problem with the qt tools.  The last version of scons that works correctly for qt3 build is 0.96.94.  I have reported the bug upstream.
