When I start iptraf, I get the following message:

Warning: unable to tag this process

Iptraf runs just fine after I press <enter>, but it is annoying. I reemerged
iptraf, but that didn't help. I looked up the message and found out, that iptraf
needs the directory /var/run/iptraf to run properly. Creating this directory
solves the problem. It should be created by the ebuild script, or iptraf should
be told to just use /var/run at compile time.

Reproducible: Always
Steps to Reproduce:
1. Install iptraf 2.7.0
2. Run it. 

Actual Results:  
Warning: unable to tag this process

Expected Results:  
Just start without complaining.
