Having read the release notes for galeon-1.2.8:

I saw that it can build against the mozilla-1.3 versions.

Your new way of dealing with version checking and requirements in the ebuild is
very slick and made it easy to fix. By adding the 'greater than' sign to the
first RDEPEND line, it builds without problems. Mozilla must still be built
against gtk-1.2 for the 1.2.x branch of galeon.
