version bump to patchlevel 4 from debian (0.20-4). 

Reproducible: Always

Steps to Reproduce:
1.Modify DEB_VER=4 in the ebuild and rename to 0.20-r1.
2.emerge -u autoproject
3.rejoice

Actual Results:  
ebuild emerges fine. 


Should perhaps be autoproject-0.20-r4 instead of 0.20?
