I tried using the ipw2200 driver found in gentoo-source 2.6.18, 2.6.19 and 2.6.20 for connecting to an AP with EAP-PEAP/MSCHAPv2 authentication.

In the output of wpa_supplicant -Dwext there is the following line repeated

Driver did not support SIOCSIWENCODEEXT

Using the net-wireless/ipw2200 driver and the same wpa_supplicant configuration, everything is ok

I think you may have attached the wrong kernel .config -- it shows that you are not compiling the ipw2200 driver into the kernel.
