Compiling dspam does not create libpgsql_drv.so file.

Reproducible: Always

Steps to Reproduce:
1.emerge dspam
2.ls -l /usr/lib/dspam

Actual Results:  
root@sparrow ~ # ls -l /usr/lib/dspam
ls: cannot access /usr/lib/dspam: No such file or directory
root@sparrow ~ # 

Expected Results:  
Directory contents

relevan USE flags set: clamav daemon debug logrotate postgres
