Maven-2.0.4 (apparently) requires UTF-8 locale to build correctly.  It would be nice to have something in elog concerning this.  (Thanks to betelgeuse for figuring it out for me)

Could you cite where you heard/read/found this, please? I haven't heard of such a problem before.

While testing it for stable marking. I was able to reproduce the same problem with commons-dbutils trunk. The pom.xml there uses non ASCII characters so my bet is that you wont't see this problem as long as pom.xml is ASCII only.
