After a sucessful emerge -u, portage 2.0.47-r7 responds with:

 * GNU info directory index is up-to-date.
 * IMPORTANT: 12 config files in /etc need updating.
 * Type emerge help config to learn how to update config files.

It should be:

 * Type emerge --help config to learn how to update config files.

This bug is fixed in portage 2.0.47-r8, and this bug can be closed.
