When running configure, it outputs this:
....
checking for doxygen... no
configure: error: could not find the doxygen program. Please, install it

I don't have the doc flag on, so I don't think that it really needs doxygen. I noticed that configure is being called with the option --disable-gtk-doc. Running ./configure --help does not show this option. It looks like it's been changed to --enable-docs.
Running ./configure --enable-docs=false allows configure to complete.

Reproducible: Always

Steps to Reproduce:
1. Don't have doxygen emerged and have the doc flag off.
2. Emerge libgtksourceviewmm (or something that depends on it)

Actual Results:  
configure fails to complete.

Expected Results:  
configure correctly, without needing to install doxygen and subsequently install.
