intltool breaks ebuilds using it to configure unpacked sources. it drops with error about inability to process rule @ALL_LINGUAS.gmo. degrading to 0.34.1 eliminates these problems.

i've seen it with avidemux (2.3) and with xfce-mcs-manager (4.4.0), also with some xfce4 related packages. and with some packages from gnome.

it probably appears if you have LINGUAS defined in make.conf (i have LINGUAS="pl"

make.conf will follow soon, i'm typing from elinks which makes it rather difficult.

also, take a look at bug#161478 - it also happens with gnome-theme-extras.

Steps to Reproduce:
define linguas in make.conf [not sure if required]
try to emerge package which uses intltool in src_unpack/src_prepare etc.


Actual Results:  
inability to merge package

Expected Results:  
package gets merged properly

this problem did not appear with avidemux when i was compiling it by hand, without using portage. so it would seem to be an eclass-related issue, i guess.

Uhm, the whole XFCE4 (4.3.99.2 and 4.4.0) compiles just fine here with dev-util/intltool-0.35.0 with a couple of LINGUAS set. 

In short, blaming intltool is pretty much a shot wide, you are using eclasses from a screwed overlay.
