stabilize request for ntp-4.2.4

ntp-4.2.4 adds code for ip-change, current ntp-4.2.2_pX do not behave properly:

I tested ntp-4.2.4.

The dynamic interface code is not working properly.

addserver command still broken.

Please, readd the following ntp-version to portage, since it is the latest version working with ipchanges and supporting the addserver-command:

net-misc/ntp-4.2.0.20040617-r3
