As of kernel 2.6.13, the pcmcia system is managed by pcmciautils.
This can be built with the "udev" or "hotplug" use flags. It can be built without those flags, in which case its useless. Since udev is now on all gentoo systems, the flags should be removed and compiling against udev should be the default.
