tried twice to attach a small patch to bugzilla 16165 
 
Status: 400 Bad request (malformed multipart POST)   Go back to bug #16165

Yes, it does.
IMO, this is a problem with bugzilla itself. The next update should fix.

What about adding a hint on the page that says "Please ignore the error message below if it reads "400 Bad request"?

Could someone please at least edit the error message "This is usually not an error, but please check your attachment" or something like that?
