Before releasing portage-utils-1.22 it was forgotton to run 'make man'.  The patch, about to be attached, tries to prevent this happening again by making 'man' part of the 'dist' target.

Sorry we can add man to the make dist target. It will cause updates to happen to the repo which wont be checked into cvs.
