the current stable version of bugzilla 2.18.6 cannot work with mysql >=5.0.12 as stated in the bugzilla documentation at http://www.bugzilla.org/docs/2.18/html/installation.html#install-mysql
so it should be flagged as a blocker

Don't restrict bugs without any reason. Just leave the checkboxes alone.
