Ok here's some of the info u asked for, here's a totally fresh nothing installed
USE:
emerge info | grep 'USE='
USE="x86 oss 3dnow apm arts avi crypt cups encode gif gpm gtk imlib java jpeg
kde gnome libg++ libwww mikmod mmx motif mpeg ncurses nls oggvorbis opengl
pdflib png qt qtmt quicktime sdl spell svga truetype X xml2 xmms xv zlib gdbm
berkdb slang readline tcpd pam ssl perl python"

and here's one after trying to install using emerge -K:

emerge info | grep 'USE='
USE="x86 oss 3dnow apm avi crypt cups encode gif jpeg libg++ libwww mikmod mmx

using export USE="-* $(python -c 'import portage,string;
printstring.join(portage.settings["USE"])')"
gives a USE of 

emerge info | grep 'USE='
USE="x86 8 6 3 j + w f q u X 2 x v z k b g i c d a m s e r l p y t h o n"

and nocks the packages clear down to 133 which doesn't seem right

like I said last night the original compiled over 200 packages and the install
was only 156,

emerge /usr/portage/packages/All/* -np reveales about 50 packages that weren't
installed

export USE="-* $(python -c 'import portage;print portage.settings["USE"])')"

settings["USE"] is space seperated. It's the bash var, not portage.usesplit.
