I think upstream is having problems with their servers.  Emerge can't connect to either of the ftp sites to download the file.  Any chance the tar file could be hosted on a gentoo mirror or perhaps someone could contact upstream and tell them their servers aren't down?

Some please finally remove RESTRICT=mirror from the ebuild, the upstream servers suck wrt reliability.
