This issue has been discussed in https://bugs.freedesktop.org/show_bug.cgi?id=9311 and http://lists.freedesktop.org/archives/hal/2006-October/006412.html and a fix has already been commited to upstream udev ( http://www.kernel.org/git/?p=linux/hotplug/udev.git;a=commitdiff;h=2658afdcf147afd384e27f0ac9019e27de7ba397 ).

However for the meantime I propose to include the patch within the ebuild. I will append the needed files. Procedure:

Copy /usr/portage/sys-apps/hal to the appropriate location in your local portage overlay. Download hal-0.5.7.1-r3.ebuild and files/hal-0.5.7.1-via-raid-fix.patch and place them in your overlay.
# ebuild hal-0.5.7.1-r3.ebuild digest
# emerge hal
(of course hal-0.5.7.-r3 is masked ~ )...
