QScintilla 2.1 Ebuild
I modified the older 2.0 ebuild, but put it back into qscintilla as opposed to qscintilla2 as 1.x is now officially unmaintained. giving the filename the qscintilla version number as well, with the underlying scintilla version in the ebuild (opposite of what was done in the last one).
Also made python bindings optional, since they don't NEED PyQt/PyQt4 to use QScintilla. Perhaps this packages does not belong in dev-python?
Ebuild tested with "-qt4 -python", "-qt4", "-python".
