You unmerged e2fsprogs, or what's exactly the problem here? If the above, then don't do it:
# emerge -Cav e2fsprogs

Already told you that sys-fs/e2fsprogs is part of system (i.e., installed everywhere). So, how can we reproduce this bug? well must be because i don't use bootstrap.sh to build my toolchain. I guess this bug can be labeled invalid because of the way i did my setup,.. 1. stage 1 tarball 2. emerge binutils glibc libstdc++-v3 gcc 3. emerge cryptsetup-luks 4. bug reproduce. Well, that's completely broken way to build system from stage1. Closing, stage1 is unsupported and if you insist on doing it, do it properly (bootstrap, emerge --emptytree system).
