I would like to emerge libc without optimizations so
I can step into it with the debugger. I have tried:
CFLAGS="-g" emerge libc
and also modifying the cflags in make.conf, the options
-g -pipe -O2 -fno-strict-aliasing are used no matter what
I am on linux 2.6.14.4 with the amd64 platform

Yes, you can't... still lots better to force sane tested defaults than receiving bugs about glibc broken by ricer flags.
