Can we get a component set up for devmanual bugs, with the default assignee as qa@gentoo.org please? 'Doc Other' seems the most likely product. The current setup has no setting for devmanual, so people are filing bugs relating to it under Developers HOWTO, which assigns them to devrel@. Not ideal.
