udev 103 update does not correct paths in /etc/udev/rules.d in files:

udev.rules
50-udev.rules

Due to support programs such as cdrom_id moving from /sbin to /lib/udev.

a) yes, I have run etc-update
b) knee-jerk reactions like this to bug reports should result in your
