I can ping my phone, but I can't transfer files, both as root and as a conventional user.

Do you have rfcomm enabled in the kernel?
I mean Networking --> Bluetooth subsystem support --> 
[*]RFCOMM protocol support
 [*]RFCOMM TTY support

Please let us know about the question in comment #1 and try with 0.8.0. Then re-open this bug.
