Bug 154303 – emerge --deep --update world loop w/ respect to kdelibs 3.5.5 and kde-base/arts-3,5,5

I emerged kde-meta 3.5.5-r5 added all the neccesary ~x86 flags to package.keywords.  Mixture of stable and unstable system. Also included the xeffects overlay.  Emerge --deep --update world causes a loop of emerging kde-base/arts-3.5.3-r1 and kdelibs 3.5.3-r4 with the newest versions (3.5.5-r5)
