I couldn't find this as an open bug in the system.  I've seen it discussed within the last week or so, and the Changelog mentions an update to the Manifest to fix it, but it's broken again.  From the file sizes shown for Blue-1.6.tar.bz2 in the Manifest, I think the last two versions of the Manifest have been wrong.
