Right after the ebuid has been merged this pops up:

!!! sys-libs/pam-0.99.6.3-r1 does not actually support the pam_console USE flag!

And that is true becouse Diego has splitted out pam_console into it's own package. And since he work towards unmasking it maybe this should be fixed one way or another?
