as root:
emerge wine #everything is OK

as user:
rm -r .wine
wincecfg

it gives the following error:

current wine version is 0.9.23 (problem also occurs on 0.9.22, haven't tried older versions). after manual creation of .wine directory winecfg starts fine, although because of lack of necessary files there it cannot save settings.
