This is problem I've encountered after upgrade to kde-3.5.5. Any kde application  during opening printing dialog fails with the following error message:

Unable to retrieve the printer list. Error message received from manager.

Connection to CUPS server failed. Check that the CUPS server us correctly installed and running. Error: localhost: read failed (15).
******

My CUPS is working (I can connect to http://localhost:631) and more important:
if I start kprinter application it manages to receive printer list! Also in console I got printer list.

This problem was reported upstream:
