We here at the Western Michigan University Computer Science Department currently host a full distribution mirror. We have the bandwidth, equipment, and desire to start hosting public RSYNC traffic for Gentoo as well. What do we need to do?

Apologies on the late reply on this. At present, we have a full rotation of rsync mirrors located in the US, and so do not need another to put into rotation at the present time. 

I will keep this bug on file if the need does arise. Of course, you are welcome to run the mirror for your own university and its users.
