This package

1) Has no maintainer (no metadata.xml)
2) HOMEPAGE is a FTP server that is inaccessibile
3) "uptimes.wonko.com", the hardcoded host for uptime notification has been down for years
4) its replacement, "uptimes.hostingwired.com", is also down (and has a spam page in its place)
5) To use this package any user or dev would have to alter the fix-uptimes-host patch to essentially hardcode the host. crappy design
6) There have been no updates to this package for years (no HOMEPAGE)
7) For the purpose of this uptimes project (ofr which this package was used) there are better clients available.

app-misc/linup is the prototypical package for removal.

Doesn't have any reverse dependencies (nothing depending on it) -> masked.
