Bug 149803 – dev-libs/icu-3.4.1 fails with FEATURES="stricter"

With stricter enabled, you get the following QA notices which cause the merge to fail:

QA Notice: the following shared libraries lack NEEDED entries
 /var/tmp/portage/icu-3.4.1/image/usr/lib64/libicudata.so.34.1


QA Notice: the following files contain executable stacks
 Files with executable stacks will not work properly (or at all!)
 on some architectures/operating systems.  A bug should be filed
 at http://bugs.gentoo.org/ to make sure the file is fixed.
