I have used a number of Gentoo installation CD's in combinations of the following: 
minimal/live CD
2005.1/2006.0/2006.1
x86/amd64
All of them had this:

On start up when it asks for the keyboard layout, either "38" or "trq" does not work, giving the message:
loadkmap: This is not a valid binary keymap.

OK.  Reassigning to genkernel since the selection comes from there.
