sys-apps/baselayout-1.12.5 has a typo in /sbin/rc, which causes it to ingore RC_DMESG_LOGLEVEL. Specifically, in /sbin/rc, it uses RC_DMESG_LEVEL, omitting the LOG part and hence disobeying the RC_DMESG_LOGLEVEL setting from /etc/conf.d/rc, I figure it's simple enough to patch this and push a revision to fix this minor mistake.
