Sorry if this is a dupe -- could not find the information elsewhere. Why is latex-beamer still blocked by tetex-3?

From the ChangeLog:

 Added block of >=tetex-3.0 as beamer is now part of tetex and the block was
  previously not mutual (bug #94815).
