The presence of '-openntpd' in the use var forces emerge to compile openntpd unnecessarily... '-openntpd' adds 'net-misc/openntpd' to PDEPEND. Would the follwoing change fix this problem?

-PDEPEND="!openntpd? ( net-misc/openntpd )"
+PDEPEND="openntpd? ( net-misc/openntpd )"

I can't re-open 147080 which appears to be the source of this problem...
