Currently if you want to start ntpd as "ntp" user you have to emerge it with "caps" USE. If you don't it will silently fail to start (init script prints it started successfully, which is not true).

IMO a postinst ewarn message about it and maybe changes in default /etc/conf.d/ntpd file (which starts ntpd as ntp user) would be very helpful.

By the way creation of user ntp and group ntp could be made conditional - only when caps USE-flag is enabled.
