I have encountered the same problem. I am using dev-lang/php-4.3.11-r5 as well.

This affects all dev-php4/pecl-* packages.

I was having the same problems with dev-php4/eaccelerator-9.5_rc1

WANT_AUTOMAKE=1.5 solved this problem, maybe it works for the packages below as well ?

The php-ext-source-r1.eclass sets WANT_AUTOMAKE=1.9

Very short update:

The pecl-eclasses call the ext-source-r1 eclass as well, so it seems likely that this is the cause.
