when emerging postfix-2.0.2-r1 from 1.1.11.20020917, I get an error on this file
pfixtls-0.8.13-2.0.1-0.9.7.tar.gz

I saw tht it could not create a /root/.tmp/ file, so I symlinked a .tmp to the
/tmp directory.  Still no luck.

I emerge as su - root from normal user.  I have rsync'ed and am still recieving
the same error

emerge -pu world --deep

does this print any compiler releated or diffutils thing to update `?

OK, after much digging, I found out what the problem was.  
I had put this line in my .bash_profile:
export TMPDIR="$HOME/.tmp"

So, anything that was attempted to emerge (just happened to be postfix 2) could not.
Once this line was commented out, It emerged just fine.
