I am on ppc and I am using imagemagick-6.2.8.0. More specifically
I use convert. I tried to convert images from 1280x640 to 320x240
with 
convert DQ2-shape01-T2.png -size 320x240 test.png
or 
convert -size 320x240 DQ2-shape01-T2.png test.png
with absolutely no changes in size. I tried gif as well with no results.
using the -verbose option yeld the following results:
convert -verbose test.gif -size 320x240 test2.gif
test.gif GIF 1280x1024 1280x1024+0+0 PseudoClass 256c 1.3e+02kb 0.720u 0:02
test.gif=>test2.gif GIF 1280x1024 1280x1024+0+0 PseudoClass 256c 1.3e+02kb

showing that the size argument is discarded. Suspecting overoptimization
I recompiled imagemagick with CFLAGS="" CXXFLAGS="" as shown on the following

Bummer I just filed this bug to discover that I mistook the -size and -scale
options.
