It would be very useful if gentoo bugzilla would tell the system the filename of
attachments. Here I copy a mail by Russell Tennant <russ@spitwad.org>:

I looked at some other bugzilla sites and the source code, all set the 
"Content-Disposition:" header and it was present in version 2.17.3 of the 
bugzilla. Maybe bugzilla on gentoo needs updating?  Or someone (didn't see a 
reference to the maintainer) could add

        print qq{Content-Disposition: inline; filename=$filename\n};

or something similar to the view function in attachment.cgi.

This is fixed in the new version of bugzilla, which is set to roll out in the
next couple of weeks.
