does this work irrespective of fs? Almost. It only needs a few ioctls, present of the vast majority of "true" Linux filesystems (like extN, reiser* and XFS but not vfat, FUSE and NFS). I tested it on reiser*, and XFS. Other tested it on extN. Over a year since this bug was filed and it's still showing as "new". Surely this can be admitted, even just to testing? There are "only" 2300+ bugs for new ebuilds. So, surely it cannot unless you find a maintainer. Until then, it's gonna rot in bugzilla like all the other thousands on new ebuild bugs. If you want to maintain it yourself, get it to gentoo sunrise overlay.
