 * Gentoo is moving toward common configuration file for all network
 * interfaces. Thus starting from >=ppp-2.4.3-r10 the following files

As stated from the ebuild, you should: Upgrade baselayout, configure your ppp-device using /etc/conf.d/net, remove conflicting files (it is also mentioned which conflict) and _then_ try to emerge ppp again.

This is not a bug. It's called 'exiting gracefully' :)

baselayout is updated:

neptuno ~ # emerge -upvD baselayout

These are the packages that would be merged, in order:

I really don't need ppp, i'm going to remove it anyway. Sorry for the noise
