Switching users (either to root or nomrla users) results in the following error:
configuration error - unknown item 'PASS_MIN_LEN' (notify administrator)

This configuration item is in /etc/login.defs, which is owned by sys-apps/shadow-4.0.15-r2

Re-emerging sys-apps/shadow-4.0.15-r2 does not fix this problem, so it is not an issue with not running dispatch-conf

The following link:

indicates that most config items should be removed from /etc/login/defs when PAM is enabled.
