This is exactly the same as https://bugs.gentoo.org/show_bug.cgi?id=132363
Suggestion: cp 3.7.11-allow-any-gcc-version.patch from blas-atlas, worked for me.

Hi Matti,

Thanks for pointing this out. I just updated the patch
for lapack-atlas and compilation on ppc should hopefully
work now.
