Welcome to the xinetd metabug.  The goal here is to only install xinetd config files on systems where users have xinetd.  If the user has xinet in USE, then install the config file, else don't.

The following ebuilds installed xinetd configuration on my machine
even though I don't have xinetd installed.

mkennedy@localhost:~$ equery belongs /etc/xinetd.d
