Bug 141401 – subversion-1.3.2-r1 requires db-4.0.14

I removed some alledegly-unnecessary stuff with `emerge --depclean` and revdep-rebuild told me that I had broken subversion.  Oddly, trying to re-emerge subversion fails, as the configure script says that it requires DB 4.0.14.  The ebuild only specifies db-4.*, and I have db-4.3.29 installed.

Obviusly not a big deal for me, but a potential problem for others on a new install where they wouldn't have an old db-4.0.14 sitting around.  It should be simple enough to change the ebuild to require db-4.0.*.

reemerge apr and apr-util, then reemerge subversion.
