Allows users to install local signature documentation with USE flags
This patch uses the Snort rules to provide local signature documentation for BASE. The signature docs will occupy ~15MB of disk space. To revert to the previous behavior, you can set USE="doc minimal". To prevent any documentation from being installed USE="-doc" is all that is necessary.
