The installation handbook, part 1, chapter 6, section GLIBC Locales. Nowadays glibc ebuild reads /etc/locale.gen, not /etc/locales.build. But because manual tells to edit /etc/locales.build, glibc will build all 338 locales. This is not nice. The userlocales use flag is also deprecated.

Guess this will be fixed in the 2006.1-Handbook. 
This should be released *soon*.
